Lots for development
Suitably located lots for development are not easy to find nowadays. At the beginning of 2012, there were around 70 hectares of open land available for residential development in Winterthur, most of which privately owned. An additional 30 hectares are expected to become available within the next five years. Roughly 15 more hectares in mixed-use zones are procurable if half of the usable area in these zones is developed for housing.
In 2010, one square meter of land ready for development in the city of Winterthur cost CHF 859 (median value).

Obtaining a building permit

Applications for a building permit are processed swiftly and efficiently in Winterthur. Approximately 90 % of all applications are decided on within three months. Comprehensive and coordinated advisory services help avoid planning errors and unnecessary expenses, and ensure that the building permit application can be processed smoothly. Relevant information, also on the applicable legal provisions and the forms required, can be obtained from the building inspection office (Kanzlei des Baupolizeiamtes).

If you have your eyes on a specific development site, you can, against a fee, find out who the owner is through the land registry office concerned (please state all the relevant details). You can then try and contact the owner directly to find out if the site is for sale.
